In reply to your Letter of the 31st ult., enclosing a copy of a Despatch from the Governor of Hongkong, requesting the Instructions of the Duke of Newcastle upon a question which has arisen in regard to preparing a Supplementary Estimate for the Expenditure of the Colony for the year 1860, viz., Whether, if the total expenditure on each Service falls within the amount voted for such Service by the Appropriation Ordinance
